It may be worth checking your client needs to PAT test his equipment, it is a myth that all office equipment needs to be tested by law.

There is no myth about PAT testing, just to clear up for you why items require a test this is the up to date information (the HSE info you werew quoting was from 2007) available.

Legal Requirements

The legislation of specific relevance to electrical maintenance is the Health & Safety at Work Act 1974, the Management of Health & Safety at Work Regulations 1999, the Electricity at Work Regulations 1989, the Workplace (Health, Safety and Welfare) Regulations 1992 and the Provision and Use of Work Equipment Regulations 1998.

The Health & Safety at Work Act 1974 puts the duty of care upon both the employer and the employee to ensure the safety of all persons using the work premises. This includes the self employed. 

It also goes on to say;

The Electricity at Work Regulations 1989 states:

"All systems shall at all times be of such construction as to prevent, so far as reasonably practicable, such danger."

"As may be necessary to prevent danger, all systems shall be maintained so as to prevent, so far as reasonably practicable, such danger."

"'System' means an electrical system in which all the electrical equipment is, or may be, electrically connected to a common source of electrical energy and includes such source and such equipment"

"'Electrical Equipment' includes anything used, intended to be used or installed for use, to generate, provide, transmit, transform, rectify, convert, conduct, distribute, control, store, measure or use electrical energy." 

We as a Company are finding more and more that insurance companies are stipulating a proof of testing has taken place before issuing a certificate.  How can you tell an item of electrical equipment is safe unless you open the plug, check the correct fuse is in place and test for earth?

Are you confident that you have taken all reasonable steps to ensure your staff or members of the public are sasfe to use any items that you have if you have not tested them?

I can send details of some shocking (excuse the pun) examples of equipment that at first glance appears 'safe', from a plug on a saw that had a bolt welded in place of a fuse because " the fuse kept blowing" i kid you not.
