What are the guidelines here for signature block size?  Some of the ones I've seen here are like a frickin' web page!  Are they taking p?

Technically there are no limits.  The size is controlled by the community i.e. if they are too long PM them or comment on it.  Most people will be sensible enough to see longs sigs won't work or could be detrimental.  A long signature speaks volumes to me about the type of person they are.  If there are problems an admin can always intervene.
