Well, it probably is provided you don't

  • undertake any type of property transaction (buy, build, sell, lease, refurbish or repair)
  • make any supplies which are exempt from VAT (e.g. provide financial or insurance services, operate as a charity, a nursing home, a betting shop, a funeral parlour, an education establishment, a museum, a theatre, a zoo..)
  • deal in goods or services which whilst similar in nature may have different VAT liabilities (e.g. printed matter, caterering and take away food)
  • make mixed supplies (e.g. sell goods with insurance or club membership with a booklet)
  • run business promotion schemes
  • import or export goods and/or trade with EU suppliers and customers
  • buy or sell a business
  • have bad debts
  • supply staff
  • deal in mobile phones and computer chips
  • entertain clients 
  • get charged interest or penalties
  • have a dispute with HMRC
  • etc etc

You probably get the picture.  Unless you are a relatively small business making only VATable supplies, VAT is far from simple.  [And even if you are such a business, have you considered the simplification schemes available, e.g. cash accounting, annual accounting or the flat rate scheme and are these appropriate].
