I'd be delighted to be involved in whatever capacity Herr Leader.
Don't really know much about the technicalities of setting up a full blown station, as going out on FM needs licences etc.
I used to DJ on a small RSL (Restricted Service Licence) station in Brum, and used to be a techie at Heart/Galaxy FM here in Midlands. So how you go about applying for licences I don't know if it's traditional FM broadcasts, but broadcasting through internet (IP Radio) then I'm not sure if any licences apply.
Another factor also is if music is being broadcast I guess....in which case, this would be useful:

My brother is a "dj" on Meridian radio, which is a community station in West Sussex on a restricted licence --I could ask him

Not sure about the whole FM thing, but an online one with an itunes podcast subscription base would be quite easy to do.

I've got a friend who works for the Government in this area. Can't say more or they'll come and shoot us all.
I've emailed them re licences for FM and internet for a hypothetical station. No names, no pack drill.
Let you know.

broadcasts over the internet are a breeze ... we have a website that broadcasts live from a recording studio 24/7 with download libraries of the sessions etc etc

I did a radio training course back in the dark ages (1988) so very rusty (we spliced reel to reel tape...) but if I can be involved that would be great. I have a great face for radio...

That's a relief because FM licences are expensive and rarer than hens' teeth these days. Podcasting still has implications for music licenses so stick to speech and commissioned jingles if you can. I've been involved in Radio for a large part of my career so happy to offer advice if needed.
